Or avoid the html all together and use wikitext

Yes, I think this is the best way. Simple lists, headlines or paragraphs
shouldn't use HTML markup.

(Are <ul> and <li> even allowed on a default install?)

Yes, but that doesn't change the fact there's a bug. :)
