Ready for translation: Tech News #03 (2019)

So yesterday I was very tired, and sent out this (including a wrong
link) to the wrong email address, not catching my mistake until now.
Mea culpa. The issue has now been frozen. There won't be any more
changes; you can translate safely.

The latest tech newsletter is ready for early translation:

I plan to send the newsletter on Monday afternoon (UTC), i.e. Monday
morning PT. The existing translations will be posted on the wikis in

There may be a more edits by Friday but the existing content should
generally remain fairly stable. I will let you know on Friday in any
case.

Some translations just had titles translated. In that case, that translation is not distributed. Do not hesitate to tell other people who can help to come and translate: the more, the better! :)
