Ready for translation: Tech News #26 (2019)

The latest tech newsletter is ready for early translation:

The text of the newsletter is now final. I'm sorry that I forgot to send the early translation link yesterday. I'm getting rusty with this process. :)

The newsletter will be sent newsletter on Monday afternoon/evening (UTC), i.e. Monday morning/afternoon PT by Nick (Quiddity). The existing translations will be posted on the wikis in that language. Deadlines:

You may be blocked by the Job Queue bug (https://phabricator.wikimedia.org/T221119). I've just translated the newsletter in French, without experiencing any issues.
