Ready for translation: Tech News #39 (2019)

The latest tech newsletter is ready for early translation:

I plan to send the newsletter on Monday afternoon (UTC), i.e. Monday
morning PT. The existing translations will be posted on the wikis in
that language. Deadlines:
https://meta.wikimedia.org/wiki/Tech/News/For_contributors#The_deadlines

There may be a more edits by Friday but the existing content should
generally remain fairly stable. I will let you know on Friday in any
case.

has now been delivered (in 17 languages) to 845 pages across wikis.

(Special shout-out to Vira/Ата who pointed out and fixed a problem
where the variable wasn't the same as in the translation memory, which
wasn't obvious.)

According to the logs (https://meta.wikimedia.org/wiki/Special:Log?type=massmessage&user=Johan+%28WMF%29&page=&wpdate=&tagfilter=), I attempted to deliver it using the main target list two minutes later. This seems to have had very limited effect. It's past 11 PM here, local time, so I'll ping someone else and if it's not solved by tomorrow I'll create separate target lists and try again in case it's related to https://phabricator.wikimedia.org/T232392
