User talk page email notifications

else after you last view.
The mechanism is only enabled when you revisit that watched page.

My hot tip:

- goto your watchlist http://en.wikipedia.org/wiki/Special:Watchlist ; and
- click the button "Mark all pages visited"

Then, enotifs should be triggered for changes by somebody else.
