Wikimania 2013 call for scholarship review committee

Simon Shek
Dear Wikimaniacs,

We are now calling for a scholarship review committee.

The scholarship review committee is an important and diverse group of
volunteers who help to run the scholarship program.

The main duties of the committee members prior to Wikimania 2013 are:
* Assistance in determination of scholarship applicant requirements.
* Assurance of due consideration and speedy response time to Wikimania
scholarship applications.
* Work with the local team.

We are looking for Wikimedians from all over the world, who are:
* Fluent in written English.
* Good communication skills.
* Discretion and ability to handle confidential applicant information,
and objectively assess candidates.
* Willing to review scholarship applicants in early 2013.
* Either:
** Prior attendance at Wikimania.
** Strong knowledge of cross-project Wikimedia community.

You will be working remotely. While we hope that scholarship review
committee members will enjoy Wikimania 2013 by giving significant
input to it, the local team cannot guarantee financial support for the
committee members' travel expenses.

If you're interested to serve on the scholarship reviewing committee,
please send us an email at [hidden email] . If you have any
queries, please don't hesitate to ask us.

Deadline to apply is Tuesday, December 11, 2012.
The local team will contact all candidates between November and

Regarding to Hong Kong visa, nationals of about 170 countries and
territories may visit Hong Kong visa-free for a period ranging from 7
days to 180 days [1].
Those who required a visit visa to Hong Kong should notice that the
processing time for a Hong Kong visit visa is about four weeks [2].

There's some people (well, at least 1) that are *still* waiting for a
decision on their visa applications for Wikimania 2012.

If there's any reason to suspect that people from a particular country
would have a harder time getting their application through than people
from other countries then they should just play it safe and apply
sooner than later. If that means applying before the scholarship
decisions are in then so be it. IMHO

We would advise attendees from countries that required a Hong Kong visiting visa should plan and apply now.

If you encounter any problems with visa after you applied, please do send us an email to [hidden email] with your full name, nationality, Hong Kong visa application number, passport number in order for us to follow up.
We will forward it to Hong Kong Immigration Department through Hong Kong Tourism Board.

There is some points I need to clarify:

1. Committee members are not eligible to apply for a scholarship.

2. Application to the Scholarship Review Committee
We would like to ask all applicants send us an email with a short personal statement to introduce yourself, why do you want to join the scholarship review committee, and CV.

3. Formation of the Committee
- Past scholarship review committee members are asked to stay for this year.
- All applicants are reviewed by Deryck Chan and I, who are representing the hosting team, and Jessie Wild, who is representing the Wikimedia Foundation.
- All accepted new committee members will be serve a two years term as per the discuss on meta:Talk:Wikimania/Scholarships [1].

Extra: Formation of program Committee are following a similar way mentioned above.

So will you provide invitation letters and whatnot to all potential
attendees, even if unsure?
The process for this should probably be defined in the next few weeks or
days and 1) communicated on this mailing list and to all previous
attendees (do you have a list of email addresses? maybe not), 2)
included as a recommendation in the application form for a scholarship.

Ehm, how can those two sentences be consistent?
How can one request visa right now? Do you suggest to register even if
unsure, to get the invitation letter and request visas? No to mention
that "The registration for Wikimania 2013 has not begun yet" according
to the wiki.

It would be almost fraudulent to send out invitation letters to people who haven't yet received allowance to even enter HK I think. But I don't know, maybe send them to people who have paid?

I've no idea what's the best way or even if invitation letters are
required/useful at all for anyone to get HK visas, people who know more
will decide/find out; I'd only want to be sure that our scholarship
recipients don't fail to attend due to visa problems again.
Experience teaches that we're bound to underestimate visa problems
people will have... better to be safe.

Dear All,

I think I must first reiterate the fact that Hong Kong is one of the most accessible place in the world in terms of visa free access [1], therefore our concern is more of whether our participants would be turned away at our immigration counters.

However, it is also true that there is little we could help about would-be participants would-be applying for visa. We encourage participants to plan ahead and apply for Hong Kong visa (or visas of nearby countries like China, Macau and Taiwan if they're planning to go these places) well before the start of the conference so that they can be certain of their entry status. We can only assist a little of the Hong Kong visa application process by sending invitation letters and notifying the Immigration Department about their intentions to view the application favourably.

Our Immigration Department usually view visitors favourably unless there is legitimate reasons not to and usually approve visa applications. However it is still a bureaucratic process that takes time especially if you apply through Chinese diplomatic missions (embassies and consulates) so it should be no less than 4 weeks before departing towards Hong Kong as the web page suggests [2]. Nearby countries especially China would require a separate visa and we urge caution to plan your itinerary and visa application so that you won't have issues of entry.

If the concern is at the immigration counters then I think invitation letters might be a good idea. The USA does have a somewhat more strict process (in which they ask targeted questions before stamping passports) that perhaps doesn't exist in Hong Kong, but as someone who has only ever been through HKIA once I can't really tell how strict they'll be there.

Of course, I defer to Alan and his much great knowledge of Hong Kong's process!

I've no idea what's the best way or even if invitation letters are required/useful at all for anyone to get HK visas, people who know more will decide/find out; I'd only want to be sure that our scholarship recipients don't fail to attend due to visa problems again.
Experience teaches that we're bound to underestimate visa problems people will have... better to be safe.
