[Wikimedia-l] Provisional Wikimedia Kenya no longer a chapter

Asaf Bartov-2
Hello, everyone.

I would like to inform you that the group known as "Wikimedia Kenya" is no
longer a provisionally-recognized chapter of the Wikimedia Foundation, as
its provisional recognition has expired, and the WMF did not extend it.

We encourage the Wikimedians in Kenya to regroup and make some plans for
activity, and then to affiliate with the movement as a Wikimedia User Group
(a model not available at the time the group was provisionally recognized
as a chapter).

Please see our message to the Kenyan group on their list, here:
http://lists.wikimedia.org/pipermail/wikimediake/2013-February/003359.html

We remain supportive of the group's next steps, when they are ready to take
them.

I am updating Meta now, but do lend a hand if I've missed anything.

Hi Asaf,

I note that the WMF's recognition decision here was recorded at
http://wikimediafoundation.org/wiki/Resolution:Recognition_of_Wikimedia_Kenya

Please could you confirm that WM Kenya didn't sign the chapter's agreement before 6 Feb 2013?

I'm rather surprised to hear that they're being encouraged to incorporate and affiliate as a user group rather than as a chapter - please could you explain the rationale here?

Thanks,
Mike

Have you read the email to the Kenyan list? I think it explains the
situation quite well.

They haven't incorporated, which was a condition of the provisional chapter
status. It sounds like the wmf thinks the kind of things they want to do
are better suited to a user group than a chapter. I don't know enough about
the Kenyan group to know if that is true, but other models of affiliation
were created precisely because chapters are the right solution for every
situation.

Yes, I had read the email to the Kenyan list. My questions took that email into account.

Thanks,
Mike

Re: [Wikimedia-l] Provisional Wikimedia Kenya no longer a chapter

Bence Damokos
Hi Mike,

They have not yet incorporated and haven't signed a chapters agreement.
They are not being encouraged to incorporate without being certain that
they want to and are able to take on the responsibilities of running an
organization (with the requirements to file government reports; have annual
assemblies, etc.).

Incorporation is not needed for recognition as a user group, although it is
a possibility. It is a less formal way of association than that which is
required for a chapter, but if a user group is stable and big enough
conversion into a chapter is a possibility.

Best regards,
Bence

Then your first question confuses me. That email clearly says they haven't
incorporated. That means they can't have signed the chapter's agreement,
since there is no entity to sign it... (To my knowledge, chapter's
agreements are always entered into by chapters in their own names, not by
individuals.)

That's correct.

And to Mike's second question: the group is not _barred_ from seeking
recognition as a chapter once more.  It can do so at any time.  As things
stand, though, the group does not meet AffCom's criteria for chapters, so
if attempted right now, the group would not attain recognition.  That fact,
combined with the availability of the User Group model of affiliation,
seems to suggest an easy low-commitment path for the Kenyan group to
develop.  As Bence pointed out, a successful Kenyan WUG could well be the
basis for a future chapter.

Cheers,

   Asaf

Hey Tom,

I'm very confused, could you explain a bit more about what you were trying
to say with this link?

Tom, I'm sorry, but just sending another link doesn't expose your thoughts
at all.  Could you please spell out what you were trying to say?
